open doors and windows during the winter

Is there anything that I can put in a lease to force or provide incentive for tenants to keep windows and door closed during the winter? I understand that there are exceptions however how do I handle tenants that repeatedly leave windows and doors open? As you can tell I pay the heating bill. I’m getting tired of knocking on doors of apartments that have open windows. Each apartment has its own working thermostat controls. Thanks for your help
