Adding utility to rent

When tenants moved in I told them we would bill them for propane when we filled the tank (each unit has a separate meter), now I want to change it so I can bill them for their monthly usage - I’ll read it on the 20th of each month and bill them so they can add it to their rent due on the 1st. Should I use the Notice to Change Terms of Tenancy form, or just write them a letter, or what? Any help would be appreciated.

Assuming that you have a written agreement regarding that you would bill them when you filled the tank, either in your lease agreement or by separate document, you would need have them sign an amendment to that agreement. If you only have an oral agreement, you should try to get them to sign a written agreement regarding the new terms. Hopefully, they won’t claim that they needn’t pay period.
