living and paying utilities with parents

When a person, namely tenant and his 10 year old son, is asked by his parents, namely landlord/homeowner, to live with landlord/homeowners and pay the utilities as rent, can the the landlord/homeowners tell the tenant that a certain person(s)/visitor(s) cannot come into their house or be on their property eventhough, the tenant is paying all the household utililities as rent? Moreover, the landlord/homeowners and the tenant has never had an official lease or agreement written up and signed.
